We have had a great trip, with wonderful hosts and hostesses. I think I can write on behalf of all of us, Andy, Greg Eva and Paul.  We hope we have behaved so we are welcome back.&lt;br /&gt;&lt;br /&gt;I, Eva,  want to thank everyone who help us fund this trip, and support this stay. Thank yous  go especially to David Kreps at GSB, John Shoven SIEPR, Nick Hope SCID, and the staff at SCID and SIEPR in particular Deborah Cavalho. They never stopped beleiving in this project, even when the rest of us were in doubt, amazing.&lt;br /&gt;On the Kigali side, thank you Krishna Govender,&lt;span email="2andrewn@gmail.com"&gt; Andrew Nyamvumba&lt;/span&gt;, Andre Ndjery, &lt;span class="HcCDpe"&gt;&lt;span class="JDpiNd"&gt;&lt;/span&gt;David Kanamugire&lt;/span&gt;, and many more probably.&lt;br /&gt;&lt;br /&gt;And extra and warm Thank you  goes to Liz McBride who's enthusiams and knowledge made this idea to a real event. In very much danger working in Afganisthan has she kept in touch with the project, She has provided advice and generously shared with us her network in Rwanda and in the great lake region.&lt;br /&gt;&lt;br /&gt;A very grateful thank you to Greg Rosston who not only assisted in making the trip possible but also ventured himslef to unknown territory. And finally, Andy Skrzypacz, (Andrzej), what a courageous and patiant man, who without hesitation said yes when I asked him to go, and with patiance waited for a program and a teaching schedule until the bitter end. I am so happy both Andy and Greg got to see both elephants and gorillas, what a treat.&lt;br /&gt;&lt;br /&gt;Finally thank you to Paul, my husband, who really lives up to the vowes he once gave to me,.... in times of better and worse". We asked him if he was hungry, he responded that he does not think about hunger, he just forget about it. We shared our breakfast.&lt;br /&gt;The day came to a pleasant conclusion with dinner at the home of Andre and Mathilde. Andre's wonderful sister and belgian husband Pierre were there. She is directing the first lady's office and Pierre is working on a commission on HIV. More people dye in malaria than in HIV, probably because they may already have contracted HIV and hence there immune system is low and may easily contract malaria. In that state the malaria will take them before aids does. Mathilde's brother Gerhard was also there with wife. Gerard is the chief financial officer for Heineken in Rwanda. He was than one who initiated this whole project of Summer school in Rwanda. When I met him the first time I asked him what Rwanda needs the most, this was in 2005. He answered investment in human capital. Eva and Liz McBride then at IRC decided to do something about that. Mathilde and Andre have both worked although in different ways with the reconciliation in Rwanda.  We had a long talk about the difficulties and paradoxes of unification, justice and reconciliation in the post-genocide era. Today for instance many Rwandans hare going to be compensated by the loss of possessions and property. The courts have to decide. The perpetrators have second thoughts, and ask themselves why did they not kill everyone instead in order to avoid the demand for  compensation. Just a couple of days ago, there was a story in the newspaper about a survivor being killed in a norther city by his ex wife and neighbors.  &lt;p class="MsoNormal"&gt;Friday 22 of August&lt;/p&gt;  &lt;p class="MsoNormal"&gt;We thought we could sleep in and have a late breakfast, but what we did not know is that the schedule had changed! We got a call to leave for the Ministry of Science and Technology before we could eat. No mercy!&lt;/p&gt;  &lt;p class="MsoNormal"&gt;The audience consisted mostly of engineers, so Paul decided to challenge them by lecturing about Market Design, covering prediction markets, matching (top-trading cycles), and spectrum auctions. The lecture was extraordinarily well received. The Minister, with a doctorate in mathematical physics, was particularly active. There was a break to interview Paul for Rwandan television. &lt;/p&gt;  &lt;p class="MsoNormal"&gt;Eva went back to the School to say goodbye to the Rector, and the vice rector. Krishna Govender the rector took me around the school and showed me the facilities. The 2000 plus student have a library, and a study hall and an IT unit. But all very small. (see pictures)&lt;/p&gt;  &lt;p class="MsoNormal"&gt;6 out of 60 teachers have a PhD degree. This fall the school admitted 500 new students in addition to students for the MBA part-time program. &lt;/p&gt;  &lt;p class="MsoNormal"&gt;For lunch we went to Novotel again and had lunch with the RITA (Rwandan Information Technology Administration) people, Nkubito&lt;span style=""&gt;  &lt;/span&gt;Manzi Bakuramutsa, executive director, and Patrick Nyirishema, deputy executive director. Nkubito was educated in NY (his parents had studied at the Sorbonne&lt;span style=""&gt;  &lt;/span&gt;Paris) and worked at H&amp;amp;P for eleven years before he came to &lt;st1:place st="on"&gt;&lt;st1:country-region st="on"&gt;Rwanda&lt;/st1:country-region&gt;&lt;/st1:place&gt;.&lt;span style=""&gt;  &lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;While walking in we were introduced to the Rwandan Ambassador to the &lt;st1:country-region st="on"&gt;&lt;st1:place st="on"&gt;United   States&lt;/st1:place&gt;&lt;/st1:country-region&gt;, James Kimonyo and his sister. (see Picture). He mentioned that he was working on a program to place top students from &lt;st1:country-region st="on"&gt;Rwanda&lt;/st1:country-region&gt; at top universities in the &lt;st1:place st="on"&gt;&lt;st1:country-region st="on"&gt;US&lt;/st1:country-region&gt;&lt;/st1:place&gt;. &lt;/p&gt;  &lt;p class="MsoNormal"&gt;The afternoon was packed with administration of the vignette study, and meetings with the Minister of Finance and Education. &lt;/p&gt;  &lt;p class="MsoNormal"&gt;At the Ministry of Education we met with the minister, Dr Daphrose Gahakwa, a Rwandan women and a professor from &lt;st1:placename st="on"&gt;Uganda&lt;/st1:placename&gt; in agriculture. She had just taken over the ministry and had been the Minister of Agriculture before. The director of planning and Policy and &lt;st1:placename st="on"&gt;&lt;st1:placename st="on"&gt;Capacity&lt;/st1:placename&gt; &lt;st1:placename st="on"&gt;Building&lt;/st1:placename&gt;&lt;/st1:placename&gt; was also there. I told her my experience, and she raised her eyebrow when I spoke about the &lt;st1:placename st="on"&gt;&lt;st1:placename st="on"&gt;School&lt;/st1:placename&gt; of &lt;st1:placename st="on"&gt;Finance&lt;/st1:placename&gt;&lt;/st1:placename&gt; and Banking. &lt;/p&gt;  &lt;p class="MsoNormal"&gt;Eva asked why the school with so limited resource had to admit so many students, why not just settle for 50 or so, in particular given the labor market. She said the government had a plan to go from 40,000 students in higher education to a million within some years.&lt;span style=""&gt; &lt;/span&gt;Eva also asked her who decides about the number of students. She said that the school was paid per student. We pointed out to her that that kind of scheme may not benefit quality but only quantity in education.&lt;br /&gt;&lt;/p&gt;&lt;p class="MsoNormal"&gt;We talked some more about the potential problems associated with this goal and I promised her Eva would get back to her to see what we at Stanford could do. She will. &lt;/p&gt;  &lt;p class="MsoNormal"&gt;The meeting at the finance ministry was mostly for Paul and he and the finance minister James Musoni had a straightforward discussion about the problems with illiquid capital markets. Eva said something about the issues that  had been ventilated with the Minister of Education. At the meeting Jean Francois and James Tumwine personal assistant to the Minister also participated. &lt;/p&gt;  &lt;p class="MsoNormal"&gt;Arriving at the hotel around 6PM, the director of the newly started policy institute the &lt;st1:placename st="on"&gt;&lt;st1:placename st="on"&gt;Institute&lt;/st1:placename&gt;  of &lt;st1:placename st="on"&gt;Policy Analysis&lt;/st1:placename&gt;&lt;/st1:placename&gt; and Research Rwanda Antonia Mutoro was waiting for Eva in the lobby. We had tried to set up a meeting between her and Greg since Greg is the deputy director of SIEPR and could have given some good advice to a new although temporary director of the institute. She is interviewed for the job on a permanent basis on Monday.&lt;span style=""&gt; &lt;/span&gt;Eva did not have much to say except urging her to get in touch when she knows if she will be the future director. She is finishing her PhD in quality control at the &lt;st1:placename st="on"&gt;&lt;st1:placename st="on"&gt;University&lt;/st1:placename&gt; of &lt;st1:placename st="on"&gt;Glasgow&lt;/st1:placename&gt;&lt;/st1:placename&gt; right now. &lt;/p&gt;  &lt;p class="MsoNormal"&gt;Finally at 6.45 Eva  met with Jean Francois, the chief economic adviser to the Minister of finance, to talk about viable solutions that Stanford could contribute to further the quality of education of Rwandan students. &lt;/p&gt;  &lt;p class="MsoNormal"&gt;Friday evening was supposed to be a rap up meeting with everyone involved in our stay, Molly, Andrew, David, Nkubito, Antonia, and the minister of science and technology. But in the end we were a small group with David, Andrew, Andre and Paul and me who tried to summarize from the weeks with the Stanford visitors and look forward.  &lt;p class="MsoNormal"&gt;Eva teaches her last classes on global organization, but is feeling a bit low energy because of a bug she caught the night before. I talk about motivation theories and pay for performance. &lt;/p&gt;  &lt;p class="MsoNormal"&gt;The morning class is a third-year full-time class with students who are active and interested, around 20 of them are there. There nice and friendly professor Dr Ibrahim who received both his education and wife in &lt;st1:place st="on"&gt;&lt;st1:country-region st="on"&gt;Indonesia&lt;/st1:country-region&gt;&lt;/st1:place&gt; sits in the back of the class listening. &lt;/p&gt;  &lt;p class="MsoNormal"&gt;I ask the class what they think about performance contract: would they want to have a performance pay or a fixed salary?&lt;/p&gt;  &lt;p class="MsoNormal"&gt;Few of them want a performance contract; most say a fixed salary. They want security and government jobs provide a steady and safe outcome. Whereas private employers do not always pay, they say. They all claim, however, that wealth confers status in &lt;st1:place st="on"&gt;&lt;st1:country-region st="on"&gt;Rwanda&lt;/st1:country-region&gt;&lt;/st1:place&gt;. Finally I asked them what chances were that they would get a job at all after graduation. Most of them said 50/50 some even claimed that there was only a 30% chance. Starting your own company is tough, too, there is very little infrastructure to support entrepreneurial activities, unlike &lt;st1:place st="on"&gt;Silicon Valley&lt;/st1:place&gt;. In the evening, the wonderful part time class of Human Resource students came in force, with Professor Ibrahim thanking participating in the discussion this last session.&lt;span style=""&gt;  &lt;/span&gt;I asked this group who actually decides in the household, who has control: the women, the man or both? Everyone had their view. Finally the older and as Professor Ibrahim explained the more responsible of them all said that the control in the household was more complicated. He explained and I interpreted what I thought he meant by referring to the Greek saying that the man is the head but the woman is the neck: she can turn that head any way she wants. Everyone agreed. &lt;/p&gt;  &lt;p class="MsoNormal"&gt;I asked them what they have been taught about motivation, one student said, not much but they know about Maslow’s hierarchy!&lt;/p&gt;  &lt;p class="MsoNormal"&gt;The same morning, Paul lectured at the Private Sector Federation (PSF) about IPOs – a subject of particular interest to them – and market design. The recent oversubscribed IPO of Safaricom had the members interested in how IPOs work and whether IPO auctions are a good idea. &lt;/p&gt;  &lt;p class="MsoNormal"&gt;Eva and Paul had lunch at the Flamingo again, this time joined by two PSF staff: director Emmanuel Hategeke and Molly Rwigamba, director of capacity building and employment. Also at the table was Dr. Taranza Ganziro, the founder/owner of a printing company and an investment firm, and his very lovely public relations assistant Jacky. &lt;/p&gt;  &lt;p class="MsoNormal"&gt;We talked about Jacky’s hair, which she has done in &lt;st1:place st="on"&gt;&lt;st1:city st="on"&gt;Kigali&lt;/st1:city&gt;&lt;/st1:place&gt; every 2 month. (see picture). The hair styles of the Rwandan women are very interesting and vary a lot. I have not yet figured out if the different styles signified a particular identification, but I suspect that it does. &lt;/p&gt;  &lt;p class="MsoNormal"&gt;In the afternoon Eva gave a talk at the PSF. The audience was a 20 some group of bureaucrats/managers from the organization. We spoke about the lack of skill graduates coming out of the school system in &lt;st1:place st="on"&gt;&lt;st1:country-region st="on"&gt;Rwanda&lt;/st1:country-region&gt;&lt;/st1:place&gt;, and the difficulty of the labor market to allocate jobs to the graduates.&lt;span style=""&gt;  &lt;/span&gt;And how potentially difficult that may be for the Rwandan society to deal with, a bunch of ambitious, aspiring educated and frustrated unemployed young women and men.&lt;/p&gt;  &lt;p class="MsoNormal"&gt;We also spoke about motivation and how difficult it is to make employees work hard. I said that firing or threatening to fire people that do not work hard usually is an effective instrument, and in particular in governments sectors where continuous performance contracts are rare. Finally we talked about the entrepreneurial climate.&lt;span style=""&gt;  &lt;/span&gt;I asked: Is a climate of experimentation and questioning/challenging ideas and thoughts common in &lt;st1:place st="on"&gt;&lt;st1:country-region st="on"&gt;Rwanda&lt;/st1:country-region&gt;&lt;/st1:place&gt;? The answer was: no, one does not challenge people’s opinions or views in public. Although the Rwandans think freely, they may often keep their views to themselves. Someone joked: “the truth will set you free.” &lt;/p&gt;  &lt;p class="MsoNormal"&gt;Thursday night Paul and I went to India Kashana for dinner again. &lt;/p&gt;  &lt;p class="MsoNormal"&gt;Andre, Andrew and two others men were sitting chatting along through the evening. At Another big table a birthday was celebrated. The room was all of a sudden darkened and the waiters dressed in red uniforms, see picture, came out and sang happy birthday songs in different languages. That is what is so nice with Kigali, it is a small place and you are almost always likely to run in to people you know, even as foreigners. &lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style=""&gt; Her first class was scheduled in the morning in a large lecture hall for 438 undergraduate business students. Unfortunately, the students came to class expecting an exam. The instructor failed even to introduce Eva by name. Paul came in a bit later to observe and missed the initial events. When Eva showed them the picture of &lt;st1:place st="on"&gt;&lt;st1:placename st="on"&gt;Stanford&lt;/st1:placename&gt;  &lt;st1:placetype st="on"&gt;University&lt;/st1:placetype&gt;&lt;/st1:place&gt; they all jumped and 280 of them gave her all their attention. &lt;st1:place st="on"&gt;&lt;st1:city st="on"&gt;Stanford&lt;/st1:city&gt;, &lt;st1:state st="on"&gt;California&lt;/st1:state&gt;&lt;/st1:place&gt;! Wow! Afterward 50 students gathered around the teacher and wanted to chat about this and that and about &lt;st1:place st="on"&gt;&lt;st1:placename st="on"&gt;Stanford&lt;/st1:placename&gt;  &lt;st1:placetype st="on"&gt;University&lt;/st1:placetype&gt;&lt;/st1:place&gt;. These guys are hungry and eager to get ahead.&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal"&gt;&lt;span style="font-size:100%;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal"&gt;&lt;span style="font-size:100%;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal"&gt;&lt;span style="font-size:100%;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;span style="font-size:100%;"&gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size:100%;"&gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size:100%;"&gt;At lunch, we met Andre and his wife Mathilde, Andrew and David at Novotel, where expats and ministry and NGO people commonly meet. We were trying to get a program for Paul. Getting a program in &lt;st1:place st="on"&gt;&lt;st1:country-region st="on"&gt;Rwanda&lt;/st1:country-region&gt;&lt;/st1:place&gt;, it seems, happens when you are in the country and not before. And plans are constantly changed and revised up to the very last minute.&lt;span style=""&gt;  &lt;/span&gt;Someone from the Blair consulting group revamping government work claimed that this could be explained by people’s lack of vision and inability to set their won priorities. When a superior – particularly a minister – says that something should be done, subordinates put everything else on hold to do it immediately. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size:100%;"&gt;&lt;br /&gt;In the afternoon, w&lt;/span&gt;&lt;span style="font-size:100%;"&gt;e visited the head of the MBA program, Mr. Satya Murty, an Indian from &lt;st1:place st="on"&gt;Southern India&lt;/st1:place&gt; and a professor of management, in his office. While there, the head of the marketing department, a woman who had an MBA degree from UC San Diego popped by to talk to us. She recounted the challenges of teaching classes and grading with 400+ students, the resistance of students to unscheduled extra activities, and the difficult of teaching students to think for themselves when their early schooling was based on rote memorization. She explained how a poorly planned guest lecture program could disrupt an already overburdened system. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size:100%;"&gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size:100%;"&gt;In the afternoon, Monday, we were taken to the chief economic advisor at the Ministry of finance, Dr Jean Francois Ruhashyankiko both a Belgian and Rwandan citizen. He has a PhD from Harvard and had Elhanan Helpman as one of his advisors. He told us about the economy, that 57% of the people lived in poverty and 37% in extreme poverty (less than 1800 calories per day). The national budget is 600 billion RFR, or about US$1.2 billion. &lt;/span&gt;&lt;span style="font-size:100%;"&gt;The revenues come about &lt;/span&gt;&lt;span style="font-size:100%;"&gt;50 % from taxes and another 50% from outside donors. The main taxes are VAT, PAYE (personal income tax) and a small corporate tax. Trade taxes are relatively high, Jean Francois admitted, largely because they are easiest to collect, but these will become lower due to the emergence of the East African Market. &lt;/span&gt;&lt;span style="font-size:100%;"&gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size:100%;"&gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size:100%;"&gt;&lt;st1:country-region st="on"&gt;Rwanda&lt;/st1:country-region&gt;&lt;/span&gt;&lt;span style="font-size:100%;"&gt; has a nearly balanced budget, unlike &lt;st1:country-region st="on"&gt;Kenya&lt;/st1:country-region&gt; and &lt;st1:place st="on"&gt;&lt;st1:country-region st="on"&gt;Uganda&lt;/st1:country-region&gt;&lt;/st1:place&gt;. &lt;st1:place st="on"&gt;&lt;st1:country-region st="on"&gt;Rwanda&lt;/st1:country-region&gt;&lt;/st1:place&gt; has just opened their stock market. They hope that companies might cross list their companies. Paul asked, where the capital come from. It seems there is much more cash coming into &lt;st1:country-region st="on"&gt;&lt;st1:place st="on"&gt;Rwanda&lt;/st1:place&gt;&lt;/st1:country-region&gt; than official figures show. It is thought to come in the form of cash brought on flights into the country and to be present even in poor areas of the country. Savers are believed to horde their capital because there is no good mediator to match capital owners with projects. With a new government sponsored equity capital type of set up, they hope investors will be more willing to invest in entrepreneurial projects. (In a follow-up discussion, Paul expressed skepticism, emphasizing the role of scale in auctions and exchanges and suggesting that a Rwandan market would be far too small to thrive.) &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size:100%;"&gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size:100%;"&gt;The growth rate of &lt;st1:place st="on"&gt;&lt;st1:country-region st="on"&gt;Rwanda&lt;/st1:country-region&gt;&lt;/st1:place&gt; forecast for this year is around 8.5%, due in large part to non-repeatable agricultural improvements. Jean Francois also told us that in contrast to many other developing countries, &lt;st1:place st="on"&gt;&lt;st1:country-region st="on"&gt;Rwanda&lt;/st1:country-region&gt;&lt;/st1:place&gt; has been hit less hard by the fuel and food price hike. They are exporting tea and coffee among other products and have benefitted from the increase in international agricultural products.&lt;/span&gt;&lt;span style="font-size:100%;"&gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size:100%;"&gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size:100%;"&gt;Later on that afternoon Eva went off teaching her evening classes around 5.30. This group was the part-time evening group. I asked how many of them worked during the day. Very few did and many of the women were home taking care of children and household. Did they think they would get a job after graduation? Few thought so. Where would they prefer to work, in the private sector or in the government? Many said they wanted a secure salary and since working in the small private sector meant fluctuations in salary, they were going for security rather than possible wealth, although they agreed that wealth does generate status in &lt;st1:place st="on"&gt;&lt;st1:country-region st="on"&gt;Rwanda&lt;/st1:country-region&gt;&lt;/st1:place&gt;.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size:100%;"&gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size:100%;"&gt;These students as well as the morning students filled in the Distributive Justice Vignette study the last 30 minutes of class. It was easier to explain to these students how to fill it out than to the morning students. In the back of the class the head of the HR department sat and listened. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size:100%;"&gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size:100%;"&gt;8PM we were taken out by David, Andrew, and Andre to &lt;i style=""&gt;Flamingo&lt;/i&gt; – their favorite Chinese restaurant. But after a very long trip on very bumpy roads we found out that the restaurant was closed. So we went to a Greek restaurant that also was closed because by then it was already 9ish. Finally we had our dinner at a french/thai/african place run by French speaking patron around 10.30. The minister was a professor in mathematics and physics at the university of Atlanta.  He came back some years ago to help lead the country, as so many Rwandans in the diaspora did. He believe in the importance of knowledge in development and is an admirer of Paul Romer's work.&lt;br /&gt;&lt;br /&gt;Paul and Andrew continued a discussion begun yesterday about theories of development, contrasting the view of Yang and the "infra-marginal" school, which emphasize the role of  specialization and the development of skills in increasing productivity, with views centering on the role of investment and institutions to support that.&lt;br /&gt;&lt;br /&gt;The minister joined us at lunch to talk about what we can do for Rwanda. The reply came quickly, anything you want. We would be delighted if we could establish a partnership of sort. We went on discussing all sorts of possibilities. A satelite Stanford campus maybe? Or should be continue working with the SFB? Not clear what is possible and we shall look into the possibilities.&lt;br /&gt;&lt;br /&gt;I am sure of the possibility to recurit good teachers. Not only becuase there are people who want to do good, the Rwandans are an interesting group of people,  but also because there are so many exciting things to do.  Gorillas, safaris, Zanzibar the romantic paradise island, and Kilimanjaro nearby.&lt;br /&gt;&lt;br /&gt;After lunch, Paul and Eva went separate ways. Paul visited the Policy Research Institute, which is eager to network with SIEPR.&lt;br /&gt;&lt;br /&gt;On the way out from lunch Eva was introduced to Kaia Miller, the director the Aslan global institute, that Michael Porter started. The institute focuses on leadership in emerging markets. They would love for Carol Dweck for instance to come to lecture about her theories of intelligence and in particular about her book &lt;span style="font-style: italic;"&gt;Mindset&lt;/span&gt;.&lt;br /&gt;&lt;br /&gt;It is clear that one of the problems Rwanda is struggling with is a very particular kind  of mindset, I (Eva) think. Today I asked the students how one shows comittment to an organization. One of them answered by orgnizing meetings. The others nodded. I realized that this is what has been going on for the last 9 months in setting up our program. It has been a frustrating process where people have been "organizing meetings" to generate a schedule for teaching and generating a program for the visiting speakers. But nothing happens! When I ask my students where they want to work after graduations a majority says, government agency, that is a secure and prestigious job. Some said that I want to make money, and this was clearly a very peculiar thing to say. It is also a mindset thing.&lt;br /&gt;&lt;br /&gt;I also had a very interesting discussion in class about diversity in particular about religion.&lt;br /&gt;Who decides in the family, who has the control? The women, the men or do they decide jointly? There were different opinions, but all the men said it was the man. One of the students exclaimed, the man is the head of the family: it is decided by God. (He was a pentacostal).&lt;br /&gt;&lt;br /&gt;When we had gone through the different denominations represented in class, from the reborn Christians, Anglicans, Muslims, and Pentacostals, I told them I was Jewish. The Pentacostal asked about something he had been thinking about for a long time: Since Jesus was Jewish, why were the Jews in Israel not Christians? A good question. I said something about Jesus not being a Christian at all, but that Paulus had made him into one because he decided to create a new church and that Jesus may not have liked this idea at all. I am sure this answer was not a satisfactory one but still. I very much enjoy the discussion we have in class. I know that they are not used to speak in class and they are very reserved and soft spoken. We are tired. The driver Morris picked us up at 4am this morning to take us up to the Volcano mountains and the Volcano national park where the gorillas live - where Diane Fossey once lived. The mountains look like volcanoes and border to DRC, and Uganda. The mist lay heavy on the mountains.  The park is situated in the northern part of the country, Musanze region. Ruhengeri  is the main town. The road is narrow, leading up to the park and in very bad condition, with big holes all over and people walking along the road. At dusk they are hard to see while walking to pick up water, selling stuff at the market or going to church. Returning back to Kigali, they are hordes, cycle tournaments and small children playing. Our driver Morris skillfully avoided all the dangers.&lt;br /&gt;&lt;br /&gt;We took a chance to drive up to the park,  since Andy and Greg dared, and despite the fact that non of us had prebooked 5 months ahead, as needed to guarantee a permit to see the gorillas. We were not lucky; there were no no-shows so we took a hike up to the golden monkeys instead.&lt;br /&gt;We walked for an hour and then went around around in a very dense bamboo forest for another hour, with monkeys jumping over our heads, from tree to tree and once in a while touched ground. It was fun and the walk up to the forest was beautiful and reminded me a  bit of both northern Italy and Southern France. However Africa is Africa. The air is so special.&lt;br /&gt;&lt;br /&gt;We were escorted by three soldiers, two trackers, one guide and one porter with a machete.&lt;br /&gt;See pictures. The group of tourists consisted of 8 and were mostly from Europe. The reason for our heavy protection, they said was that there are both elephants, gorillas and other animals that can attack. Sleep is important, you understand. Very. A question of quality of life I guess. And I remember Carol D saying that she was not afraid to die but very much wanted to be comfortable.&lt;br /&gt;&lt;br /&gt;Anyway, we are very comfortable at our nice hotel Serena, where we watch the news both from BBC, CNN and Al Jazera! And with a wonderful buffet for breakfast. And Rwandan coffee and tea is high end items on the world market.&lt;br /&gt;&lt;br /&gt;In the morning our third day in Kigali Maurice our driver and cicerone, who lost his mother in the Rwandan genocide, took us to visit the Kigali Genocide Memorial. (The photo shows us at the memorial.) The memorial includes of mass graves where 250,000 genocide victims, a fourth of the Kigali population and a fourth of the number reported being killed during the Genocide, have been placed in coffins for a decent burial. It also includes various gardens and a museum. The site was founded by a visitor from Britain who had been inspired by Yad Vashem -- the Israeli Holocaust Memorial.&lt;br /&gt;&lt;br /&gt;The gardens are works of art, with plantings in each representing a different period. First is the precolonial period of unity, second the colonial period when the Tutsi and Hutu distinction was born, third the genocide, and finally reconciliation/unification.&lt;br /&gt;&lt;br /&gt;The museum tells the stories of individual victims and heroes as well as depicting the context and scale of assault. It includes a section honoring the victims of other genocides, including ones against Armenians by the Turkish government, in Germany against the Jews, in Cambodia against non communist conforming Cambodians - in particular intellectuals and Vietnamese and other minorities, in Namibia by Germany against natives, and the Serbian genocide against Muslims in Kosovo and Bosnia Herzegovina.&lt;br /&gt;&lt;br /&gt;Maurice explained quietly how the violence before and during the genocide had changed his life. His parents both dead, a young Maurice dropped out of school to take responsibility for his 2 brother and  3 sister. Today he is 32 with a wife, 2 children 3 and 10 days old. Life is hard, he confessed, no food no money. He would love to go back to school.&lt;br /&gt;&lt;br /&gt;The Catholic church has been active in educating the Rwandans since the colonizations. During the genocide many people died in churches where they fled hoping for protection. Today many Rwandans have turned to reborn Christians and the Pentecostal churches.&lt;br /&gt;&lt;br /&gt;Today Rwandans do not talk about Tutsis and Hutus. They talk about unifying and building a new Rwanda and how to build the new market of eastern African union. Today's Rwandan Newspaper Times shows that the economic integration and deregulation is not a smooth transition. Tanzania for instance has just forbidden foreign ownership in their bank of micro financing. They fear, that volatility in the economy may have political and social destabilizing consequences, and having Rwandan or Ugandan shareholder may lead to less control over the company. We have heard similar fears not so long ago both in Europe and US. Paul is still struggling with jet lag, but much more energetic than yesterday. We were picked up by Maurice, our driver, and Andrew, our RITA host, to pay our first visit to the School of Finance and Banking SFB. Along the way, we saw, first hand, the contradictions of a developing economy. There were rows of laborers with picks and shovels digging a long trench along the roadside. This very low tech labor is to open the way for a very high tech development -- fibre optic cables multiplying the Internet bandwidth for the country.&lt;br /&gt;&lt;br /&gt;At SFB, we learned that the rector, Krishna Govender, was in South Africa, but we did meet the vice rector for academic affairs. We talked about the challenges the school is confronting. 6 out of 60 teachers/faculty have a PhD degree, 50% a master i business of sort and the rest "working on it". We discussed different possible forms of external assistance and this discussion will take more serious forms next week. The vice rector told us about their ambition to build up a Department of economics. Paul will give them his attention on Monday.&lt;br /&gt;&lt;br /&gt;One of the most interesting discussions we had was with a local IRC official, Andre Ndjeru, who told stories of his years with the rebels and his role in the aftermath of the genocide. The advancing rebels had to care for orphans left behind their lines and to reassure the Hutus they passed that they did not seek revenge. At the same time, Andre himself commanded someone who came upon a man who had murdered five members of his own family. How does one convince such a soldier to renounce individual revenge in favor of a broader societal solution? Somehow, Andre managed that trick.&lt;br /&gt;&lt;br /&gt;David Kanamugire, Andrew and Andre plus Andre's wife Mathilde had lunch with us at Novotel just because Andre knows how much I like that place. Stayed there last time with Liz McBride.&lt;br /&gt;Novotel has a beautiful wild garden and everyone from rockstars to ex pats gathers there.&lt;br /&gt;The food is great too.&lt;br /&gt;The lunch discussion went from the political situation, why the report on the French collaborateurs during the genocide appeared now and not earlier or later to why Rwandans only marry Ugandan royalties and why so many Rwandans in the Diaspora came back after the genocide.&lt;br /&gt;&lt;br /&gt;The reason the report about the French collaboration with the Hutu regime came out now they say is that it is first now they have the evidence, hard core evidence how French solider were direct involved and the names of the criminals protected by the French regime. The gaccacca courts have been able to collect enough information they say to provide hard core evidence right now.&lt;br /&gt;&lt;br /&gt;The claim that Rwandans do not marry others than Rwandans, unless they are Ugandan royalties is interesting. "The Rwandan" have to make up the loss from the genocide, is my take on it. .&lt;br /&gt;&lt;br /&gt;Many well educated Rwandans came back to build their country. They wanted to be where the action was and so they took their families and moved to Rwanda. David claim that there are plenty of opportunities to both make money and have influence over where the country is going.&lt;br /&gt;Attractive for Rwandans who care about their culture.&lt;br /&gt;&lt;br /&gt;Andre have helped me with my and Willie's study on CEO compensation and Distributive Justice. We pass the residence of the president, and lots of other institutions.&lt;br /&gt;&lt;br /&gt;Former employed at IRC and Liz McBride's colleague and friend Andre  met us at the hotel. He had taken care of me last time I was here too. He is the guy that plays behind the scene and so when things seemed to stall with respect to the planning of the school I wrote to him complaining and he got the ball rolling again. Andre's sister is the director of the first lady's fund, funding medication and social needs in Rwanda. He is very well connected.&lt;br /&gt;&lt;br /&gt;The group had dinner at 9PM and Paul was still upright despite the fact that he had been in the air for a long time. (I came from Europe and Paul came from California. We met up in Brussels where we had dinner, stayed over night and took Brussel air out to Kigali.)&lt;br /&gt;&lt;br /&gt;Andrew and David who both grew up in Uganda spoke english and not so very good french.&lt;br /&gt;Andre speaks french and not so good English. And all of them speak rwandanese of course.&lt;br /&gt;&lt;br /&gt;Andrew and Andre met during the war, in 1993. David arrived to Rwanda to work in the president's office 2000. David have two daughters and declared that he will let them decide what they want to do with their lives, and he and his wife challenge is to make sure there are no obstacles to their daugthers' desires! Sounds more american than european way of fostering one's children to me.&lt;br /&gt;We decided to meet tomorrow Friday despite the fact that it is a national holiday. They are kept very busy they say.
